Michael W. DeLaGarza is Founder, President, Chief Executive Officer and Chairman. Michael started CipherLoc Corporation in 2006 and MedPay USA, L.L.C. in 1998. His prior experience includes working as CIO/CTO for Texas Regional Hospital Systems, a rapidly growing group of acute care hospitals in Texas.
Michael was instrumental in launching the company's Central Business Office (CBO) in Houston, Texas. This included migrating the four different hospital operating systems into a new in-house web based HIS system resulting in a huge cost savings and improved revenue. During Michael’s tenure the hospital systems revenue more than doubled from $125,000,000 to over $260,000,000 while I.T. cost dropped by 40 percent. After three years with Texas Regional Hospital Systems, the hospital system was sold for $220,000,000 to a national hospital chain.
Michael also owned and operated a chain of outpatient diagnostic radiology imaging centers in the north Texas. The “Centers for Diagnostic Medical Services, Inc.” grew from one outpatient center in Duncanville, Texas in 1991 to over ten in 1998 with revenues exceeding $40,000,000. Michael has extensive experience running publicly traded companies; Michael was previously the CEO and President of two public small caps.
Albert Carlson, PhD., is the Chief Scientist and Software Engineer. Dr. Carlson is instrumental in the research and on-going development of CipherLoc™ and is considered to be one of the top cyber security experts in the industry.
Dr. Carlson teaches, has experience in and specializes in computer science, information theory, ciphers, cryptography, set theory, tactical and strategic electronic warfare, wireless communications, networking, control systems, communications electronics, commercial telecommunications and military telecommunications. He, also, has practical experience as a research mathematician, project engineer, engineering team leader, field application engineer, research engineer, manufacturing engineer and computer hardware and software consulting engineer and was an electronic warfare and crypto officer in the military. He has worked for such corporations as Northrop, Validus Technologies, Zenith Electronics and others.
He has published papers and text books on cryptography and set theory, is a WECC (Western Electricity Coordinating Council) certified auditor and is considered to be an expert in the field of cryptography. Dr. Carlson, also, has authored books on Electrical Utility Security, holds patents and copyrights and is a member of several professional and scholarly organizations such as the Association of Computing Machines, IEEE, AOC (Association of Old Crows – Electronic Warfare), Golden Key and others.
He received his PhD. in Computer Science, focused on digital ciphers and decryption, from the University of Idaho in May of 2012.
Mike is a highly-accomplished executive with over 25 years of hands-on leadership experience for a variety of trailblazing companies in the technology space. His experience in the security space goes back to 2000 when he was founder and CEO of Layer N Networks which was a hardware-based security systems company that was ultimately acquired in 2006 by nCipher (now part of Thales, Euronext Paris: HO). After the acquisition, Mike subsequently became Vice President and General Manager at Silicon Labs (NASDAQ: SLAB) where he held full P&L responsibility and led the company’s efforts into the fast-growing “Internet of Things” market. He also was an early member of the team at PMC-Sierra (now part of Microsemi Corporation, Nasdaq: MSCC) where he helped drive strategies that resulted in revenue growth from < $10M in 1994 to $700M by the year 2000. Mike has held additional leadership roles at Texas Instruments (NASDAQ: TXN) and low-power specialist Ambiq Micro. He was awarded a BS in Electrical Engineering from the University of Texas at Austin in 1991.
